Funeral services will be conducted 5:00 p.m. Thursday at Community Chuch of Christ in Union City. Eddie Cassetty will officiate. Entombment will follow in Obion County Memorial Gardens.

There will be no visitation.

Neil was born September 8, 1961, in Yankton, South Dakota, son of Don and Jane (Noelle) Boe of Union City.

In addition to his parents, he is survived by his sister Beth and husband Jim Smith of Rives; sister Lisa and her husband Dewayne Richards of Union City; nephew Julius Dinkel, and wife J'aime, their children Lunden and Logan Dinkel of Augusta, Maine; nephew Chad Richards, and wife Hillary, their son Blayne Richards of Cordova; nephew Drake Richards and niece Lauren Richards of Union City.

Neil was a down syndrome client of Community Connections and Community Development Services.
